Project Details
Detailed Narrative Description of the Project:
The overall objective of this assignment is to
start the process of improving the rural road safety situation in Bangladesh by
reviewing organization and management, laws and regulations, financial and
other resources, training and other issues, to establish and start implementing
a realistic Road Safety Plan.
Detailed Description of Actual Services Provided by SAMES:
-Conduct road safety assessments of a sample of Upazila
(sub-district), Union and village roads and, in consultation with other
stakeholders, identify the most appropriate solutions for improving road safety
on these roads, design standard layouts and develop guidance for design teams.
-Review and revise the road safety items,
specifications and clauses in Bill of Quantities (BoQs) and contracts for
first-year Rehabilitation and Periodic Maintenance contracts.
-Train nominated staff of the LGED in the conducting
the road safety audit of the designs of project roads.
-Jointly with LGED staffs conduct RSA of the first
batch of designs of Upazila Road (UZR) improvements, audit during construction
and pre-opening audit.
-Review guidelines and manuals on road safety prepared
under earlier donor funded projects and develop revised versions involving
ARI-BUET including but not limiting guidelines for: (i) Safety Audits of Road
Designs; (ii) Safety Inspections of Existing Roads; (iii) Designing Crash
Countermeasures; and (iv) Road Safety at Road Works.
-Review the ToR for the ARI-BUET jointly with LGED and
suggest revisions to accommodate the needs and available budget.
-Works closely with the ARI-BUET and in collaboration
with ARI-BUET develop a Rural Road Safety Design Manual.
-Review existing road-safety related standards used on
rural roads and make recommendations for improvements, Develop guidance for the design of the second-year UZR
and UNR improvement works ensuring road safety and train the staff of DSC and
LGED design team.
-Provide expert support and guidance for developing
training programs on road safety (by ARI-BUET), including comprehensive
training on Road Safety for LGED staff (including modules on RSA, safe road
design, crash countermeasures, work zone safety, etc).
-Provide expert support and guidance for developing
awareness campaigns and training programs on road safety for Local Government
Institutions (LGIs), road safety committee members, NGOs, driver associations
and train-or trainers programs for school teachers and LGED staff on RS
awareness building for local population.
-Provide
advisory services to the RSU of LGED in integrating road safety into current
practices, facilitate development of rural road safety strategy and action plan
for LGED;
-Support project PIU and RRMRSU monitoring and
evaluating implementation of road safety related activities under the RTIP-II.
