Detailed Narrative Description of the Project:
Purpose:
A gender assessment of the TVET sector with the below mentioned scope is needed
to inform the program design and make sure it is gender responsive. Secondly,
the gender assessment will also help informing the government in designing and
implementing their target program on TVET 2016-2020.
Objectives: The consultant will conduct a gender assessment of
the TVET sector and the school-to-work transition in Viet Nam, identify key
gender issues (gaps and barriers) in these areas and provide a set of concrete
recommendations for major stakeholders (including the government of Viet Nam
and ADB) to address these gender issues in the sector. The results of the
assessment are also expected to inform any future investments supported by ADB
in the sector, and will be shared with other DPs for synergy and the public
(NGOs).
Detailed Description of Actual Services Provided by SAMES:
-Develop and fine tune the TVET gender assessment framework to cover the scope
of assessment and proposed methodologies and outlines of inception report
-Prepare Inception report, including framework and methodologies, final draft
outlines
-Conduct field work to collect necessary data (based on assignment's scope and
proposed methodologies), process/analyze data and information
-Draft final report covering key questions and sub-questions in the scope ,
including annexes
-Conduct consultation meeting with DPs and stakeholders (NGOs), related
government agencies, etc. to present findings and recommendations.
-Finalize final report based on consultation outcomes and
-Other task(s) as needed to fulfill the assignment as
prior agreed with ADB in charge person
