Detailed Narrative Description of the Project:
To
provide assistance for efficiency improvement to MOR and DFCCIL in making
investments on the DFC sustainable.
Detailed Description of Actual Services Provided by SAMES:
(i) undertake
rapid diagnostic reviews covering (a) DFCCIL capacity for planning,
engineering, investigations, detailed project report preparation, supervision,
monitoring, and financial management; (b) DFCCIL business process (also refer
to item (ii) below); and (c) availability of contracting capacity and
consulting services. This includes institutional assessment of DFCCIL such as
the project management organization, staff allocated, project management tools
available, provide advice to strengthen the DFCCIL and identify needs for
training.
(ii)
review the envisaged framework for approvals and acceptance of documents and
completed sections of the DFC, provide suggestions for optimized interfaces
between the parties involved and the allocation of sufficient decision-making
power to all levels in the project organization.
(iii)
analyze the current regime of operation and maintenance (O&M), and review
initiatives taken by MOR and GOI in ensuring sustainable O&M; provide
contract options for O&M and recommend the best alternative for the
proposed project; and propose furtherance of the initiatives taken by MOR.
(iv)
assess the adequacy of existing railway-related legislation, regulations,
operations manuals, and other legal provisions for DFC construction and
O&M, including safety.
(v)
develop a set of options for institutional strengthening to support efficient
implementation of DFC; hold workshops to develop consensus on the institutional
issues and options, and to support formulation of institutional strengthening
action plans for DFCCIL.
(vi) develop a framework for a comprehensive
medium-term institutional development program for DFCCIL, including training
needs assessment, and framework for training.
